Rogaine making the hair oily

I read that rogaine can make the hair look oily (the 5% more than the 2%). Is that from the PPG or is it from some other ingredient? Oily hair looks thinner and I can't afford that. I was also wondering if the oilyness comes from a build up if the hair is not washed daily, or is it just from the first apication after washing that your hair seems oily? jean
