More Questions - Applying Rogaine All over

Hi there, anyone who is around, I am putting the Rogaine all over mostly the back and sides of my head since that is where the loss is the worst. And the temples and front hair line. It seems like these areas are definitely shedding the most hair, while the top, which was not too bad before is shedding the least. Is this normal? I thought the stuff would be absorbed systemically and I would shed evenly all over.
