I'm not familiar with the mouse study you're referring to, but I suspect your numbers and analysis here are pretty much on the mark!

In the huge, carefully controlled Propecia trial, the drug only regrew an additional 10% of the starting baseline hair-count. And in other newer trials, it did even less well than that! We also know that dutasteride grew about 50% more hair than finasteride in Glaxo's six-month trial. Therefore, we can reasonably infer that dutasteride will regrow about 15% new hair on semi-bald men. This agrees quite well with your "20%" estimate!

The bottom-line to all this (I've been beating this into people's heads for years) is that antiandrogenic therapy by itself isn't particularly effective at regrowing hair in men whose balding is already fairly advanced.
