None of us really knows what the story is, but to address a couple of points:
Jahoda has claimed no one has approached him. Because he is a researcher, and not a doctor, he is given far less respect by companies when it comes to medical treatment. Don't ask me why, this is just how the game works. Related to all this is the fact that neither Minoxidil or Finasteride are considered big sellers, and as a result all the pharmaceuticals are taking the attitude that no one (outside of a few people with "issues") are interested in treating hairloss. Never mind the two drugs are mediocre for most people. This leads to the second point about the length of time it has taken Dutasteride to come out, which is seen as being in the same class as Finasty and Minox, probably not worth selling except on the side as extra cash from a drug with more direct uses, but not a cash cow.
