David, You may have no other choice, due to technical capabilities, but I have always abhorred the concept of punishing all for the deeds of a few.

Certainly a much fairer way to proceed would be to ban the offending ISP's for a certain length of time, or cool-down period.

Your forums have had to be closed an awful lot as of late. Closing forums does little to prevent it from happening again, since the offender knows that the worse that will happen is that it will close for a day or so. The offender can just go elsewhere, and start offending again. In otherwards, in a system where there is no punishment, do not expect any changes to occur.
