First of all, the article was not "negative" about hair-loss, it simply said that although oral supplmentaiton improved the fullness and pigmenation of the coats of mice, it had no effect on their hair-loss. This just means that orally it had no *positive* effect.

It had been shown topically to have wound-healing properties, thus suggesting that given it's other properties that topically it *might* be beneficial to hair. Note that SODs and other anti-inflammatories we use for hair-loss are topical, and would have little direct effect on hair and dermal-papilla if taken orally.
